I was having a similar problem as many of you who have installed Windows 7. First was my Open GL error that I received after installing Windows 7 from XP.
First thing I did was updated my drivers from the NVIDIA website, then I installed the latest version of DirectX.
This worked for me, however if it doesn't work for you, ya might need to go into your urban terror config file and set fullscreen to 0 instead of 1. Then try changing your resolution on your desktop and run UrT. I'm pretty sure installing direct X fixed my problems.
As for the Lag issue... my ping doubled after installing Windows 7. I trolled numerous forums for the right answer, but finally found the cure. I used this piece of advice:
Part 1.
Goto start menu>right click Computer>Manage>Services and Applications>Services then search for Multimedia Class Scheduler.
Switch startup type to Disabled. (Startup type: "Manual" does not work)
Part 2.
Goto start menu type Regedit in search push enter then locate
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Audiosrv\DependOnService
Right click Modify and remove MMCSS from the list then click ok.
Reboot.
my ping dropped in half after I did this.

How to Fix Lag Issues and OpenGL Errors in Windows 7

Oh, how to fix all the lag and opengl issues? let's see..
it's hard to believe directx fixed resolution issues, since this engine uses directx only for mouse and even in that, it's disabled by default (in_mouse -1 instead of 1); but who knows, it might had done it very indirectly.
btw, without those registry and services tweaks my ping is normal on 7 64. It might be related to a software you run, e.g. VoIP, those tend to be complex and hence prone to break things.
I just tried them to see, no change. One could think to leave at that, but it's a scheduler . The mentality that "any windows service is bad" cannot show its flows more than here, schedulers are supposed to do the exact opposite of hogging, though again, it might had hit a bug in the case of particular setups.
probable verdict: such stuff appear to workaround bugs in particular setups only, and should not be done by players that don't hit the bugs.
hence the title is misleading since it will make people fiddle with things that may fix nothing (probably creating other problems, e.g. messing up sound quality by disabling an audio scheduler (and that assuming they follow instructions correctly), while attempting to fix problems that may be unrelated.
